China Accused Of Hunting Expats On US Soil

(Updated 7:00pm 17th August 2015)
The Obama administration has accused Beijing of sending undercover operatives to the US to pressure Chinese fugitives into going home to face charges, according to reports.
US officials said they had conveyed their concerns through diplomatic channels in recent weeks, the New York Times and Washington Post report.
The US, which has no extradition treaty with China, is said to have reminded Beijing that any bid to repatriate Chinese citizens must be carried out through US legal channels.
According to the Times, which first reported the story, young Chinese agents are being sent covertly to intimidate those wanted on corruption charges into going back to China.
The agents reportedly use threats against the target's family members back home.
The Chinese government has reportedly named the programme Operation Fox Hunt.
Among those said to be on the wanted list is high-profile defector Ling Wancheng.
Mr Ling's brother is Ling Jihua, once a top aide to former Chinese President Hu Jintao, but now facing corruption allegations.
Ling Wancheng fled to the US last year and was last seen living near Sacramento, California.
His case could be on the agenda during Chinese President Xi Jinping's first state visit to the White House next month.
It is the latest in a laundry list of gripes between the US and China.
US officials suspect China of a huge hack of US government personnel records.
Washington is also irked by China's recent devaluation of its currency and Beijing's territorial claims in the South China Sea.
Chinese state media labelled the Times report on Operation Fox Hunt "inexplicable" and "astonishing".
"Chinese people can't help but wonder if the US is on the side of corrupt officials, or on the side of justice," the Xinhua news agency said.
In an interview last year with Xinmin Weekly magazine, a top Chinese official outlined their approach to repatriating fugitives.
"A fugitive is like a flying kite," said Li Gongjing, of the Shanghai Public Security Bureau, reports the Times.
"Even though he is abroad, the string is held in China. He can always be found through his family."
